Grants Manager, Access to Justice Project

Tetra Tech DPK seeks a Grants Manager candidates for an anticipated USAID-funded Access to Justice project in Rwanda. This project is expected to enhance the delivery of justice to Rwandan citizens. The activity will improve judicial effectiveness by strengthening judicial independence and capacity to advance rule of law, while promoting community-level dispute resolution and public awareness and understanding of the legal system. 

 

The Grants Manager (GM) will undertake work in Rwanda in support of the Access to Justice project. The GM will perform work for Tetra Tech. The GM is responsible for development, selection, implementation, evaluation, and close-out of grants. The GM will manage all grants processes in accordance with the USAID approved Subaward Manual. Applicants should be Rwandan nationals or other nationals with experience in Rwanda.

 

The Grants Manager will report to the Chief of Party (COP) and shall assume the following specific responsibilities:

*Serve as a member of the project’s management team in strategic planning, project, and time management, and monitoring performance with respect to the subaward program.

*Serve as the project designated representative/expert with regards to grants.

*Coordinate with the technical staff to arrange technical assistance and training for potential subaward applicants that may become eligible partners in the implementation of the project.

*Maintain strong program monitoring, data gathering, compiling, and filing systems for the subaward program.

*Conduct and supervise grant related site visits to grantees, including pre-award assessments, periodic reviews, and close-out meetings.

*Provide grant-specific input for annual work plans, budgets, and related timelines.

*Ensure complete and accurate grant filing systems are in place with documented and supported records for audit purposes.

*Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of the project; develop strategies to solve these problems, and work with COP/management team as needed to install and implement these strategies.

*Other duties as assigned.

 

Qualifications:

*A university degree (bachelors or higher) in any of the following fields: public administration, management, or related fields; master’s degree preferred.

*At least 5 years professional in supporting and managing subaward/grant activities for internationally-funded development programs.

*Demonstrated experience with strengthening the capacity of subaward recipients to manage and implement subcontract or subgrants in accordance with donor regulations.

*Knowledge of USAID rules and regulations strongly preferred.

*Strong communication skills, including interpersonal and in written and oral English.

*Prior experience with USAID or other donor-funded projects preferred.

*Proficiency in English, French, or Kinyarwanda.
