Chief of Party, Access to Justice Project

Tetra Tech DPK seeks Chief of Party candidates for an anticipated USAID-funded Access to Justice project in Rwanda. This project is expected to enhance the delivery of justice to Rwandan citizens. The activity will improve judicial effectiveness by strengthening judicial independence and capacity to advance rule of law, while promoting community-level dispute resolution and public awareness and understanding of the legal system.

 

The COP primary responsibilities are aimed at providing overall leadership, management, and general technical direction of the entire program, ensuring an integrated vision among different components and actors, with a focus on achieving the results defined in the award. This individual is required to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.

 

Qualifications:

*A university degree (bachelors or higher) in any of the following or related fields: law, public administration, management, or related fields; a master’s degree is preferred.

*At least 7 years professional experience in access to justice or community justice development programs at a senior management level, including direct supervision of professional support staff.

*Understanding of a sub-Saharan Africa legal system (East Africa or Great Lakes region preferred).

*Demonstrated legal expertise and experience in working on factors that affect access to justice for vulnerable populations and women.

*Proven leadership in the design, management, implementation, monitoring, and evaluation of similar-sized donor-supported programs.

*Skills in high level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple partner institutions.

*Strong communications skills, including interpersonal written and oral English.
