Deputy Chief of Party, Support to Federalization

Tetra Tech is currently seeking a Deputy Chief of Party (DCOP) to participate in an upcoming 5-year USAID funded Support to Federalization project in Nepal. The project will support citizens to access government services and newly elected officials, and local level government to institutionalize citizen participation in local decision making, public accountability, and conflict mediation.

The DCOP/Operations will oversee the staff and systems for finance, administration, and cross-cutting services for the project. Ensure compliance with TetraTech policies and procedures for finance and accounting operations, and ensure the maintenance and upkeep of administrative systems and records. For this decentralized project with operations in more than one region, DCOP is responsible for all logistics and supply operations; supervises the project administrative and accountanting staff; manages human resources, maintains personnel records, and oversees monthly financial reports. On a daily basis, the DCOP will be the focal point of project human resources and security, and will ensure compliance with all company policies and protocols.

Responsibilities:
*Directs all administrative, financial, and logistical services for the project, placing an emphasis on cost efficiency and ensuring transparency and compliance with USAID regulations and local fiscal and labor laws.
*Supervises all administration and finance staff including finance and accounting, sub-contracts, human resources, security, and information technology.
*Under the supervision of the COP, serves as the primary liaison with Tetra Tech headquarters, and with USAID for financial, administrative, contractual and personnel issues.
*Ensures compliance to organizational policies, procedures and internal controls.
*Guarantees effective and efficient coordination between all support service areas and technical staff as necessary for the achievement of contractual objectives.
*Provides leadership and supervision to mentor all administrative and financial management staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities.
*Manages communication, training, and information technology staff to create systems and procedures for effective collaboration with the technical team.
*Assists the technical team in managing the operations of subcontractors and their decentralized activities.
*Identifies and implements changes in administrative and financial policies and procedures to enhance the cost effectiveness of operational implementation and programmatic impact.

Qualifications:
* Advanced degree in accounting, business and management, public administration, law, international development, economics, political science or a related subject area.
* Minimum five years managing multi-disciplinary development programs, budgets, and teams, collaborating with stakeholders, and working alongside local and national government.
* Minimum 10 years of professional experience in designing and implementing similar programming and managing their operations.
* Prior USAID or other major-donor funded project experience.
* Strong and effective written and spoken English.
* Prior Chief of Party or Deputy Chief of Party experience is preferred.
* Experience in the Nepal is preferred, some regional experience required.
