Chief of Party, USAID Support to Federalization, Nepal

Tetra Tech is currently seeking a Chief of Party (COP) to participate in an upcoming 5-year USAID funded Support to Federalization project in Nepal. The project will support citizens to access government services and newly elected officials, and local level government to institutionalize citizen participation in local decision making, public accountability, and conflict mediation. The COP will be responsible for leading the technical, financial and administrative aspects of the program and work closely with USAID and partners to collaborate effectively throughout the life of the project. The COP will be the principal link between USAID, Tetra Tech, and other partners to provide strategic and technical guidance.

Responsibilities:
* Design and manage project work plan, monitor and report project results, oversee budget and operations.
* Provide leadership and technical vision of the project to staff and counterpart institutions;
* Manage all aspects of project implementation, including overall responsibility for personnel, security, and finances.
* Assure the quality of technical activities of the project, develop best practices, learn from implementation, and aim for impact.
* Confirm project compliance with USAID regulations and Tetra Tech policies and procedures.

Qualifications:
* Advanced degree in public administration, law, business and management, international development, economics, political science or a related subject area.
* Minimum five years managing multi-disciplinary development programs, budgets, and teams, collaborating with stakeholders, and working alongside local and national government.
* Minimum 10 years of professional experience in designing and implementing similar programming related to democracy and governance, conflict mediation, local government performance, public service delivery, and public accountability and transparency.
* Prior USAID or similar donor funded project experience.
* Strong and effective written and spoken English.
* Prior chief of party or deputy chief of party experience highly preferred.
* Experience working in Nepal and/or South Asia required.
