Deputy Chief of Party, Sub National Governance Program (SNGP)

Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party position on our Mali - Sub National Governance Program known as SNGP, financed by USAID. The SNGP project promotes institutional development of government institutions at the regional level in the ten regions and district of Bamako. Strengthening local systems for financial management and service delivery will increase the confidence of the central government and its donors in sub-national government and therefore increase their willingness to decentralize and transfer more resources. Decentralized financing will enable delivery of more effective and responsive services, in particular in health and education, which will improve public confidence in government in all regions of Mali.

 

Position

Oversee the staff and systems for finance, administration, and cross-cutting services for the SNGP project. Ensure compliance with TetraTech policies and procedures for finance and accounting operations, and ensure the maintenance and upkeep of administrative systems and records. For this decentralized project with operations in most regions of Mali, DCOP is responsible for all logistics and supply operations; supervises the administrative director and the accountant; manages human resources, maintains personnel records, and oversees monthly financial reports. On a daily basis, DCOP is the focal point of project human resources and security, and will ensure compliance with all company policies and protocols. Reports to Chief of Party.

 

Responsibilities

The DCOP for operations:

  • Directs all administrative, financial, and logistical services for SNGP, placing an emphasis on cost efficiency and ensuring transparency and compliance with USAID regulations and Malian fiscal and labor laws. 
  • Supervises all administration and finance staff including finance and accounting, sub-contracts, human resources, security, and information technology;
  • Coordinates the internal audit function;
  • Under the supervision of the COP, serves as the primary SNGP liaison with TetraTech headquarters, and with USAID for financial, administrative, contractual and personnel issues;
  • Ensures compliance to organizational policies, procedures and internal controls;
  • Ensures due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups;
  • Guarantees effective and efficient coordination between all support service areas and technical staff as necessary for the achievement of contractual objectives;
  • Serves as a legal and fiscal representative of the TetraTech Mali branch (ARD, Inc. au Mali) and is the direct contact with company legal advisers in Mali.
  • Provides leadership and supervision to mentor all administrative and financial management staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities;
  • Manages staff to ensure technical activities are well-executed, resourced, planned;
  • Manages communication, training, and information technology staff to create systems and procedures for effective collaboration with the technical team;
  • Assists the technical team in managing the operations of the two Malian subcontractors and their decentralized activities;
  • Provides rapid feedback and troubleshooting to team, subcontractors, and client in fluent English and French;
  • Identifies and implements changes in administrative and financial policies and procedures to enhance the cost effectiveness of operational implementation and programmatic impact.

 

Specific Responsibilities

Administration Management:

  • Supervises the Administration Manager;
  • Approves all operational policies and procedures and ensures compliance by all staff working out of the central and regional offices; 
  • Approves and legally signs all purchase orders, subcontracts, and contracts for the procurement of goods and services for operational needs as well for technical activities implemented through in-kind grants; 
  • Works with the TeraTech home office to obtain USAID approval of all procurements that involve threshold and eligibility requirements;
  • Guarantees cost effectiveness related to direct costs (ODCs) including office rentals, equipment, travel, support services, etc.;
  • Oversees effective use of project resources (vehicles, travel budget, etc.) to enable decentralized operations and a complex project structure that includes technical and operations staff, international consultants, local subcontractors operating in regions, and experts embedded in government institutions throughout the country.  
  • Ensures compliance with Tetra Tech and USAID required inventory records and control.

 

Financial Management:

  • Supervises the Accountant;
  • Ensures overall due diligence and that appropriate controls are place in all fiscal management operations to prevent waste fraud and abuse and ensure compliance;
  • Reviews and approves monthly accounting reports for submission to headquarters;
  • Manages program budget and forecasting;
  • Prepares budget realignments for contractual modifications as necessary;
  • Prepares an array of financial reports for senior management decision making as well as submits quarterly accruals and projections to USAID;
  • With Malian subcontractors, ensures, through compliance testing and capacity building, their adherence to contract requirements;
  • Prepares procedures for procuring goods and services consistent with all relevant USG and TetraTech ARD policies and procedures;
  • Coordinates with the technical team in developing scopes of work and bid documents for procuring goods and services.

 

Technical Coordination :

  • Assists in the preparation of work plans, budgets, and procurement plans;
  • Assures resources are planned, procured and mobilized for training and communications activities;
  • Ensures timely and accurate reporting to USAID, through oversight of communications and production;
  • Manages project information and communication technology to ensure information is broadly available and shared within the project, partners, collaborators, USAID and TetraTech ARD Home Office; and
  • Develops and supervises M&E information tracking system to ensure timely and accurate reporting of all outputs and deliverables consistent with the SNGP work plan, PMP, and periodic performance reports.

Qualifications:

* Advanced degree in accounting, business and management, public administration, law, international development, economics, political science or a related subject area;

* Minimum five years managing multi-disciplinary development programs, budgets, and teams, collaborating with stakeholders, and working alongside local and national government;

* Minimum 10 years of professional experience in designing and implementing similar programming and managing their operations;
* Prior USAID or other major-donor funded project experience;

* Strong and effective written and spoken English;

* Prior Deputy Chief of Party experience is preferred;

* Experience in the Mali is preferred, some regional experience required.
