Deputy Chief of Party/Technical, USAID Value Chain Crops

Tetra Tech ARD is seeking to hire a qualified full-time, long-term Deputy Chief of Party/Technical for the Afghanistan Value Chain Crops Activity. The anticipated Value Chains Forward Activity is to strengthen the private sector’s capacity to effectively link Afghan producers to domestic and international markets, and to grow the agriculture sector through interventions at all levels of high value crop (HVC) value chains. This program as five priorities: increase productivity of key agricultural crops; increase commercial viability of agribusiness; strength public and private agricultural service delivery; increase women’s equality and empowerment; and increase youth participation in the agribusiness sector.

Responsibilities:
Working under the direction of the Chief of Party (COP) and in coordination and collaboration with the project staff and field offices, the DCOP/Technical will have the primary responsibility for supervising and coordinating the execution of programmatic activities under the five main priorities:

 

1. Key agricultural crop productivity,

2. Agribusiness commercial viability,

3. Public and private agricultural service delivery,

4. Women’s equality and empowerment,

5. Youth participation. The DCOP/T will manage the component leaders and the regional leaders, creating a collaborative work environment between components, technical specialists, and regional activities to achieve the program’s objectives.

 

The DCOP/T ensures integration and flow of information between all components, promoting synergy and maximizing impact at all levels, particularly in the realm of public-private-partnerships (PPP). Under the direction of the COP, and with the component leaders, the DCOP/T will coordinate with the Government of Afghanistan to ensure effective integration of project activities. Ensuring effective communication between component leaders and the regions regarding project objectives, goals, and achievements is one of the principal responsibilities of this position.

 

Qualifications:
• Minimum of 8 to 10 years of experience in senior managerial level with previous work experience with agriculture and high value chain crops;
• Previous experience on USAID programs
• Minimum Master’s degree in, Agriculture or other relevant field;
• Prior DCOP experience on projects of similar complexity in Afghanistan, with an excellent understanding and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems (preferred);
• Highly self-motivated and creative, collegial and professional;
• Ability to work under pressure and meet deadlines;
• Strong interpersonal, analytical, writing and computer skills required;
• Fluency in English, Dari and/or Pashto;
• Afghan nationals are strongly encouraged to apply.
