Deputy Chief of Party, Afghanistan ISLA Program

Tetra Tech ARD is currently accepting expressions of interest from qualified Deputy Chief of Party, candidates for the Initiative to Strengthen Local Administrations (ISLA) program. 

 

The purpose of this Program is to strengthen the sub-national government system in Afghanistan to enable the Government of the Islamic Republic of Afghanistan (GIRoA) to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. The ISLA program will strengthen subnational systems in the areas of planning, operations, communication, representation, and citizen engagement. Improvements in these areas, along with the passage of clear, legal sub-national governance frameworks by GIRoA will improve GIRoA’s ability to prioritize service delivery and develop central plans and budgets that represent provincial interests. This will lead to services that more closely respond to all citizens’ needs in health, education, security, justice, and urban services. As all citizens benefit from public services, their perception of government legitimacy will increase. The core problems to be addressed are better integration of provincial priorities into the national plan and budget, and strengthened flows of information. The program will work within the existing system to improve its functionality. This will be done by fostering a combination of top-down and bottom-up consultative processes between central and provincial levels to formulate plans and budgets that align with local community service delivery priorities and with national developmental priorities and available resources.

 

Responsibilities:

*Manage the preparation and finalization of provincial work plans that define the activities to be executed under the contract, performance progress reports regarding project implementation, and all other major contract deliverables.

*Provide leadership, supervision, and direction to the project’s provincial embedded staff.

*Provide guidance on monitoring and evaluating (M&E) of project performance and progress, and assist COP in informing Tetra Tech and USAID of the results of all monitoring efforts.  *Contribute to the development of project communications materials and reports related to technical deliverables and activities.  

*Provide technical assistance to the project in one or more specific technical areas in accordance with the contract statement of work (SOW) and approved work plan. Specific responsibilities may be subject to alteration as project needs are defined throughout the contract period.

*Manage calendars of provincial activities and ensure that they are well coordinated and implemented in accordance with the project workplan. This includes coordination with the USAID Monitoring Support Project.

*Oversee the performance of selected short-term technical assistance (STTA) technical consultants.

*Coordinate with the USAID Contracting Officer’s Representative (COR), host country government and local counterparts, and other collaborating institutions and agencies (while the COP will be the main point of contact for communicating with USAID).

*Provide oversight of the program, supervision of program staff at the provincial level, and manage overall in-country relations with host government institutions at the provincial level.  This will also include management of the relationships with IDLG, MoEc, and MoF, in partnership with the Chief of Party.

Provide support to the management and coordination of the Project Steering Committee. 

Serve as liaison between Tetra Tech, USAID, and implementing partners per COP’s discretion.

Provide supervision, guidance and support to the project technical staff.

 

Qualifications:

* Master’s degree urban planning, public administration, political science, international development or other related social science field.

*At least five years of progressively responsible experience in managing and implementing large donor-funded programs in good governance or institution strengthening, particularly in transitional, Islamic, or post-conflict countries.

*At least five years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff.

*Demonstrated ability to interact regularly and professionally with senior host- government counterparts on policy and other strategic planning issues.

*Experience with USG project implementation and USG rules and regulations, especially USAID.

*Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

*Demonstrated ability to manage and train staff in a conflict or post-conflict environment.

*Strong communication and interpersonal skills, ability to work with all levels and functions within the company.

*Experience in dealing with gender issues affecting project implementation

*Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Must also be able to foster supportive working relationship among all staff.

*Excellent language proficiency in spoken and written Dari, Pashto, and English.
