Tetra Tech ARD, headquartered in Burlington, Vermont is accepting applications from qualified candidates for the Infrastructure Finance Advisor (IFA) role for the Water, Sanitation, and Hygiene Financing (WASH-FIN) program based in Washington, D.C. WASH-FIN is a five year, ~$41M project recently awarded by U.S. Agency for International Development (USAID). WASH-FIN seeks to close infrastructure financing gaps to achieve universal access to water and sanitation services through sustainable and creditworthy business models, increased public funding, and expanded market finance for infrastructure investment.
WASH-FIN goals include increasing the number of people with access to a safely managed drinking water and/or sanitation services; strengthened capability of governments to track investments in WASH services; mobilized sustained and reliable finance to invest in improved WASH service delivery at the local level; and strengthened ability of USAID and development partners to understand, scale, and replicate successful approaches to WASH finance.
Responsibilities: The IFA shall support WASH-FIN’s Senior Infrastructure Finance Specialist. S/he will assist in the implementation of WASH-FIN technical assistance and work with WASH-FIN teams based in Africa and Asia to achieve the technical requirements and targets established for country-level projects. Under the direction of the Senior Infrastructure Finance Specialist, the IFA shall provide technical assistance to help mobilize finance for water and sanitation service delivery in support of WASH-FIN counterparts in Africa and Asia. The IFA shall engage host country government counterparts, WASH service providers, financial institutions, and international donors to advance infrastructure finance initiatives in support of WASH-FIN project objectives. As directed by the Senior Infrastructure Finance Specialist, provide oversight to subcontractors and short-term consultants.
Qualifications:
* Minimum of a Master’s degree in development economics, finance, business, or a relevant social science or water and sanitation related field;
* A minimum of three years of experience with infrastructure finance strengthening programs (water and sanitation experience preferred);
* Demonstrated experience facilitating access to capital markets by conducting project preparation and investment feasibility assessments, risk analysis, and financial structuring;
* Proven ability to develop excellent collaborative working relationships with people from different cultures, domestic and international counterparts, as well as international organizations and donors;
* Experience in Sub-Saharan and Asia preferred;
* Strong written and verbal communication skills; and
* U.S. citizenship or a valid U.S. work permit is required.
