Tetra Tech ARD, headquartered in Burlington, Vermont is accepting applications from qualified candidates for the Deputy Chief of Party (DCOP) role for the Water, Sanitation, and Hygiene Financing (WASH-FIN) program based in Washington, D.C. WASH-FIN is a five year, ~$41M project recently awarded by U.S. Agency for International Development (USAID). WASH-FIN seeks to close infrastructure financing gaps to achieve universal access to water and sanitation services through sustainable and creditworthy business models, increased public funding, and expanded market finance for infrastructure investment.
WASH-FIN goals include increasing the number of people with access to a safely managed drinking water and/or sanitation services; strengthened capability of governments to track investments in WASH services; mobilized sustained and reliable finance to invest in improved WASH service delivery at the local level; and strengthened ability of USAID and development partners to understand, scale, and replicate successful approaches to WASH finance.

Responsibilities: The DCOP shall provide technical oversight and support WASH-FIN country level activities in at least 8 countries in Africa and Asia, including day-to-day implementation and management matters. The DCOP will be expected to travel extensively over the life of the project. Based in the WASH-FIN office in Rosslyn VA, s/he will be a core member of the management team for WASH-FIN and support overall responsibility for management of country teams, technical aspects of the project, as well as for the effective, efficient, and timely implementation of country and WASH-FIN project office activities. The DCOP will provide substantive contributions to quality control and the appropriateness and overall responsiveness of all assistance provided under the contract, whether by team members, subcontractors, short-term advisors or others.
Qualifications:
* Minimum of an Master's degree in economics, finance, urban planning, or other relevant social science or water and sanitation related field;
* At least 10 years of experience with donor-funded technical assistance programs in Sub-Saharan Africa or Asia, with a minimum of 6 years in the area of infrastructure finance strengthening (water and sanitation preferred) in areas such as utility reform, creditworthiness improvement, project preparation, sub-national finance, financial structuring and modeling for varied instruments, credit enhancements including USAID DCA Guarantees, etc.;
* Previous experience or demonstrated leadership and management experience at a similar level, with a strong reputation for developing excellent collaborative working relationships with counterparts, other contractors, local stakeholders, and international organizations and donors;
* A demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects (especially for USAID), especially in improved tracking and mobilization of finance for infrastructure;
* A demonstrated ability to integrate capacity building, gender inclusiveness, pro-poor orientation, climate risk analysis, knowledge generation, and learning into work approaches;
* Demonstrated capability to work effectively with national and local government officials; local stakeholders; public interest and community groups; and private sector representatives;
* Strong written and verbal communications skills; and
* U.S. citizenship or a valid U.S. work permit is required.
