Engineer - Civil/Construction Oversight

Tetra Tech GLS, headquartered in Marlborough, Massachusetts (http:www.tetratechintdev.com/) is currently accepting expressions of interest from qualified candidates for an Engineer position on a USAID funded program in Ethiopia.  The anticipated duration of this project is one (1) year.

 

The USG’s Ethiopia Global Health Initiative strategy seeks to improve health systems in Ethiopia through integrated delivery of sustainable interventions. USAID is improving access to care through the construction of new and renovated health centers and a new National Blood Transfusion Service (NBTS) Center in Addis Ababa under the Engineering Support and Construction Oversight (ESCO) project.

Currently seventeen health centers and the NBTS Center are under construction by seven local contractors. Tetra Tech has a team of technical staff including a Chief of Party, a Resident Engineer at each Site providing daily quality assurance, a Regional Engineer assigned to supervise 4-5 sites, and a management team in the Addis Ababa office to oversee the program. Tetra Tech is responsible for reviewing contractor submittals, requests for information, payment vouchers and providing technical recommendations to USAID.

The Engineer will perform a variety of civil, architectural, building systems and project management tasks within the scope of work of the ESCO program in the assigned area of responsibilities.

 

Responsibilities:

* Provide effective and sustainable solutions to design and construction challenges in an austere, multi-discipline environment;

* Supervise and mentor local direct hire and subcontractor staff to produce results consistent with Tetra Tech and Client standards;

* Coordinate, review, and respond to contractor’s submittals for building, site, and systems;

* Manage information flow between the Client, Tetra Tech, and multiple contractors;

* Summarize, review, and prepare project and program reports;

* Plan and supervise staff travel and logistics;

* Assist with program budget and cost projections;

* Assist with capacity building and training programs;

* Perform other duties as assigned by the Deputy Chief of Party (DCOP) or Chief of Party (COP).

* Additional responsibilities will be assigned based on performance with possible advancement to DCOP assignment.

 

Qualifications:

* Bachelor’s degree in an engineering discipline such as civil, mechanical, electrical, construction engineering/planning, architecture, or a comparable discipline;

* PE registration highly desirable;

* Minimum five (5) years of progressive engineering, design, and project management experience;

* Experience in developing countries preferred;

* Experience with implementing quality management programs;

* Willing and able to travel to remote project sites;

* Health care or municipal building design and construction is desirable;

* Experience with managing multiple, concurrent projects with demonstrated high level of organization skill;

* Proficiency in AutoCAD, Microsoft Project, Word, Excel;

* Proficiency in English, both verbal and written;

* Must be willing to relocate to Ethiopia for the duration of the assignment.
