Chief of Party, Securing Water Supply in the Context of Climate

Tetra Tech is seeking to hire a qualified Chief of Party to lead all technical and administrative aspects of an anticipated 5-year USAID/Peru for a project that will address water security in the context of climate change adaptation. The Activity’s goal is to secure water supply for urban populations, agriculture and other productive sectors vulnerable to climate change impacts to Andean hydrology. As an adaptation strategy to safeguard the ecosystem service of water regulation, the project will scale up investments in green infrastructure in watersheds. This will be achieved by promoting evidence-based decision making for water resources management; improving the enabling environment in terms of governance, planning, and financing green infrastructure; and supporting the design and implementation of green infrastructure model projects to be replicated in vulnerable watersheds. This project will complement the gray infrastructure already being planned in Peru with investments in green infrastructure and watershed management for a robust strategy to respond to climate change threats to water supply in Peru. The project will work in close collaboration with the Peruvian National Water Authority (ANA), Superintendent of Water and Sanitation Services (SUNASS), Ministry of Economy and Finance (MEF), Ministry of Environment (MINAM) and other key actors such as local and regional governments, watershed councils and water utilities amongst other stakeholders.

Position Description/Summary: The Chief of Party is responsible for overall technical and administrative management of the program, and serves as the primary liaison with USAID/Peru. The primary role is to assure results are being achieved on schedule, resources are being used effectively, staff are performing, and partners are meeting their commitments, USAID regulations are being complied with and deliverables are of the highest quality. The COP shall take a leadership role in coordinating with USAID, other implementing partners, other donors, and any other key stakeholders. The COP shall have demonstrated ability to work in complex environments and manage diverse teams to deliver results.



Responsibilities:

*Provide leadership and technical direction for the project and all project staff;

*Ensure compliance with the project contract and with USAID regulations;

*Oversee financial and operational aspects of  project implementation, including overall responsibility for management of personnel, project finances, operations and documentation;

*Oversee all technical aspects of implementation, including monitoring, evaluation, reporting and ultimately, achievement of anticipated project results.;

*Act as official spokesperson for the Project in front of USAID, and local collaborating institutions: and

*Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.



Qualifications:

* Minimum of 5 years of experience leading and managing complex, multi-national/regional development programs and multi-disciplinary teams in the LAC Region, preferably in Peru.

* Minimum of 10 years of experience working in the field of development in one or more of the following technical disciplines watershed management, green infrastructure planning and investment (fund development), institutional development, and/or environment and natural resource management.

* Previous experience as a Chief of Party for a USAID funded project strongly preferred.

*Must possess exceptional leadership, interpersonal, communication and analytical skills.

* ILS Scale9 Level 4 - Advanced Professional Proficiency in Reading, Speaking, Listening and Writing in both English & Spanish is required.

* Minimum of a Master’s degree in a relevant field is required.
