Senior Corrections Advisor

PRO-telligent, A TetraTech Company, is seeking an experienced Senior Corrections Advisor for a government client.  The position will be based in Liberia.


The Senior Corrections Advisor will provide technical corrections expertise on behalf of INL and advise the MOJ and BCR on ways to reform the corrections/prisons system in a way that complies with the UN’s Standard Minimum Rules for the Treatment of Prisoners with the overarching goal of a safe, secure, and humane corrections system.



The Senior Corrections Advisor must perform but is not limited to:

•    Serve as INL’s corrections subject matter expert in Liberia.

•    Train and mentor Liberian corrections officials.

•    Advise the INL Director and Deputy in Monrovia and INL Liberia Program Officer on the design and coordination of corrections programs for Liberia in concert with other U.S., international, and Liberian law enforcement and criminal justice programs.

•    Provide subject matter expertise and policy analysis to INL staff and Liberian corrections officials, including, but not limited to, corrections personnel training and curriculum; prisoner classification and case management; prison administrative procedures and information systems; prisoner reintegration and rehabilitation programs including, vocational and educational opportunities; prison census and files; human rights issues related to prisoner incarceration; strategic planning and budgeting; development of correctional capacities and institutions; and refurbishment and/or construc- tion of correctional facilities and activation plans.

•    Organize and participate in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Liberia and improve overall capacities to effectively modernize existing institutions.

•    Prepare background materials, talking points, updates, and reports used by INL in preparing reports, speeches, briefings, and testimony to articulate INL engagement on Liberia’s corrections system and aspects of corrections reform.

•    Participate in and/or lead assessments – as requested by INL – of current GOL corrections systems and U.S. program efforts and impact; brief those assessments to senior INL and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions.

•    Develop close working relationships with relevant GOL and UN Corrections Advisory Unit (CAU) counterparts, relevant national and international NGOs, including ICRC,  relevant international actors, other INL/USAID/DOS and USG actors and the Police Advisors in this Task Order as suitable, to coordinate programming and plans. Combining resources and activities among USG programs shall be a priority whenever deemed efficient and in the best interest of programming. Perform site visits and assess various prisons and detention centers throughout Liberia.

•    Participate, as requested by the INL Monrovia sections, at domestic and international conferences on Government of Liberia corrections reforms.

•    Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation.

•    Supervise additional corrections technical experts if additional positions are added to this Task Order in the future.

•    Establish effective professional relationships with the appropriate GOL officials as directed by INL Monrovia, including but not limited to: the Office of the Solicitor General, the judiciary, and the BCR, as well as, Prison Fellowship and UN CAU.

•    Coordinate regularly with the INL Director and Deputy in Monrovia, including providing updates on programmatic problems and developments.

•    Maintain extensive knowledge of justice sector actors, entities, and Liberian law.

•    Understand and interpret GOL policies, procedures, and directives in relations to the Corrections arena.

The Senior Corrections Advisor may be assigned shift work throughout Liberia.

Required Qualifications:

•    U.S. Citizen.

•    Ability to possess/maintain MRPT certification.

•    At least 10 years’ recent experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher.

•    At least 4 years’ experience in senior management roles responsible for strategic planning, resource management, and budgeting.

•    Must satisfy the requirements for Corrections Advisor IV outlined in the base contract.

•    Must have a total of not less than 15 years professional work experience.

•    Graduation from a certified state or federal corrections or probation officer training academy.

•    A bachelor’s degree from an accredited college or university. Individuals without a degree but with at least five years of corrections management experience at the rank of warden (or equivalent) or higher will be considered.

•    Knowledge and experience dealing with organized criminal groups operating in a prison environment.

•    Superior interpersonal skills.

•    Superior writing and communication skills.

•    A mission-oriented perspective.

•    Demonstrated capacity to seek out and establish relationships with stakeholders within the U.S. Government, foreign governments, and/or NGO community and effectively coordinate with government and non-government actors to achieve concrete results, particularly in challenging environments.

•    Ability to adapt to changing circumstances and to brief senior level policy-makers.



Desired Qualifications:

•    One or more of the following work experiences:

•    Experience working on development or related programs in active-insurgency/conflict/post-conflict environments.

•    Experience working in Liberia or elsewhere in West Africa.

•    Experience working with U.S. government agencies (e.g., Department of State, Justice, Defense, USAID) abroad.

•    Experience/expertise developing corrections reform programs, especially in an international environment.
