Social & Resettlement Specialist

Tetra Tech GLS, headquartered in Marlborough, Massachusetts (http:www.tetratechintdev.com/) is currently accepting expressions of interest from qualified candidates for a potential Social & Resettlement Specialist position on an Asian Development Bank (ADB) funded program in Afghanistan. 

 

The program will consist of an ADB-funded feasibility study and alignment recommendation for the reconstruction and renovation of an existing transportation corridor and tunnel in Afghanistan.

 

Responsibilities:

* Conduct a Safeguards studies to include involuntary resettlement, environment and, if relevant, indigenous peoples for each of the alignment options in accordance with ADB’s Safeguards Policy Statement (SPS);

* As part of the Safeguards studies, provide an assessment of social impacts through involuntary resettlement and, if relevant, on indigenous peoples;

* If ADB social safeguards policies are triggered, the study will (a) carry out social/risk analysis, asset inventory, consultation and participation with potentially affected persons and stakeholders; (b) define institutional arrangements and capacity building interventions; and (c) prepare initial costing for plans that might be necessary to mitigate impacts arising from the project for each of these three areas;

* Utilize updated satellite imagery to confirm the location of fields, irrigation systems, and buildings amongst other affected assets to produce a firm baseline for the inventory of loss;

* Collect and provide photographs of each affected household on each alignment in view of the weak land registration system and geolocated on the project map;

* Prepare a Resettlement Plan as part of the final report.

 

Qualifications:

* Bachelor’s degree in International Development, social sciences, or related required;

* At least 10 years of experience in resettlement management, implementation of social safeguards, and complaint resolution;

* Experience in the preparation of, or assisting in the preparation of, at least 5 resettlement plans for infrastructure projects;

* Experience with at least 3 similar projects for resettlement monitoring and implemental of social safeguards;

* Strong preference for experience in Afghanistan on similar assignments

* Willingness to work within Afghanistan.
