Tetra Tech GLS, headquartered in Marlborough, Massachusetts (http:www.tetratechintdev.com/) is currently accepting expressions of interest from qualified candidates for a potential Financial Management Specialist position on an Asian Development Bank (ADB) funded program in Afghanistan. 

The program will consist of an ADB-funded feasibility study and alignment recommendation for the reconstruction and renovation of an existing transportation corridor and tunnel in Afghanistan.

Responsibilities:

* Conduct an initial study on financial structuring of the construction and operations/maintenance of the ensuing project;

* Prepare an initial analysis of how the completed corridor could be managed, informed by a comprehensive assessment of the management and operations of the existing corridor, and a presentation of options for managing the completed corridor and associated facilities;

* Conduct an initial assessment of the financial management capacity of the Project Management Office (PMO), together with recommendations for further improvement;

* Undertake a full financial management sustainability assessment of the ensuing project, and develop an action plan for the improvement of financial management capacity required to execute the ensuing project;

* Provide support on a continuous basis the efforts of the local Ministry of Public Works (MPW) and PMO in the improved maintenance of accounts.

Qualifications:

* Bachelor’s degree in Accounting, Finance, Financial Management, or related required;

* Chartered Accountant, Certified Public Accounting, or related certification;

* At least 10 years of experience in financial management of public institutions;

* Must have experience in the preparation of, or assisting in the preparation of, at least 5 financial management assessments for public institutions in developing countries;

* Willingness to work within Afghanistan.
