CHIEF OF PARTY, WASH-FIN Arlington, VA

Tetra Tech ARD (http://tetratechintdev.com), headquartered in Burlington, Vermont is accepting expressions of interest from qualified candidates for the Chief of Party (COP) position for the Water, Sanitation, and Hygiene Finance (WASH-FIN) project. WASH-FIN aims to close financing gaps needed to achieve universal access to water and sanitation by building host country capacity at both national and local levels to improve tracking of financial flows to the sector, while also supporting the mobilization of public and private capital to improve WASH access and service provision. The WASH-FIN activity will support host country governments, financial institutions, and subnational entities including water utilities, regional authorities, cities and municipalities through applying methods for tracking public investment in water and sanitation and providing technical assistance to mobilize finance for water and sanitation service delivery. Furthermore the WASH-FIN activity will facilitate the replication of successes by both USAID and sector stakeholders through the development and dissemination of practical applications and lessons learned. The project will be led by a headquarters office in Washington D.C.

 

Responsibilities:

*   Provide overall strategic direction, managerial, and technical leadership activities with USAID as well as host country governments, financial institutions, and subnational entities including water utilities, regional authorities, cities and municipalities;

*   Develop work plans for project activities;

*   Provide timely and accurate reporting and written and oral presentations to USAID on all program areas;

*   Coordinate program activities with other donors, international organizations and NGOs;

*   Represent the WASH-FIN activities with other USAID and partner organizations;

*   Oversee all financial and administrative processes; and

*   Manage, lead, and oversee all staff in achieving project results; oversee the planning process and produce a strategic plan for project deliverables.

 

Qualifications:

*   Master’s degree or higher in engineering, finance, business, behavioral studies, or other related field;

*   At least 15 years of demonstrated technical expertise, with substantial developing country context experience, in two or more of the following technical areas: water utility reform, public investment in infrastructure, finance for water and sanitation service delivery, and private sector engagement;

*   At least 5 years of demonstrated experience in a management position in international finance reforms or other development program context;

*   Previous experience managing projects of a similar magnitude and complexity;

*   Demonstrated ability to design and manage field-based research studies;

*   Demonstrated  ability  to  work  with  a  wide  range  of  government  and  civil  society counterparts and donor and UN partners;

*   Excellent oral and written communication skills in English; and

*   U.S. citizenship or a valid U.S. work permit is an absolute requirement.
