TECHNOLOGY AND INNOVATION ADVISOR, FEWS NET

Tetra Tech ARD, headquartered in Burlington, Vermont is accepting expressions of interest from qualified candidates for the Technology and Innovation Advisor position for the FEWS NET (Famine Early Warning Systems Network) IDIQ. This IDIQ is a complex global program designed to deliver early warning of hazards, food insecurity, vulnerability to food insecurity, and famine to the US Government and USAID, and to national governments and regional, international and non-governmental organizations. The Technology and Innovation Advisor will help provide decision makers with contextually-appropriate IT solutions to project needs for remote data collection, storage, management, and staff and beneficiary capacity building. Candidates should be adaptable to a variety of technologies, experienced in IT solution design and implementation, and an enthusiastic advocate for new technologies. The project will be led by a headquarters office in Washington D.C., and implemented with support from over 20 country and regional project offices located largely in Africa, building capacity to forecast food security and other relevant conditions in these countries.

This position will be based in Arlington, Virginia.

Responsibilities:

 * Provide technical expertise on mobile data, digital services, remote sensors, SMS, and other tech tools in the areas of agriculture, climate, and food security in view of technology constraints in countries in transition;

* Monitor, test, and customize tools/trends in the Information Communication Technologies for Development (ICT4D) marketplace for customization and possible project adoption;

* Spearhead development of, and ultimately manage technology and innovation strategy (including collection, storage, and management systems);

* Collaborate with decision makers and web developers and lead development of integrated data and knowledge management systems;

* Collaborate on IT tool capacity building for non-IT specialists;

* Manage relationships with technology partners and internal IT resources;

* Design and oversee data Application Programming Interfaces (APIs); and

* Other complementary and necessary duties as assigned by project management.

Qualifications:

  * Bachelor’s degree in a field related to ICT4D required, with an advanced degree in a related field preferred;

* Demonstrable experience in technology consulting, program development, and ICT4D implementation;

* Minimum of 3 years of researching, testing, and applying ICT tools to projects in developing countries, with appropriate international field experience required;

* Experience training non-IT specialist staff, especially on IT tools and application;

* Demonstrable experience in technology consulting and program implementation with USAID preferred;

* Remote data collection, integration, storage, analysis and visualization experience required;

* Experience in agriculture, food security, and related fields ideal; * Knowledge of USAID-funded initiatives preferred;

* Demonstrated strong technical writing skills and capacity to synthesize high volumes of information into key messages and to various audiences;

* Outstanding interpersonal and intercultural skills;

* Very strong time management, multitasking, and organizational skills;

* Speaking, reading and writing proficiency in at least one foreign language preferred;

* Availability for frequent overseas travel on short- and medium-term assignments (up to 25%); and

* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
