DEMOCRACY AND GOVERNANCE ASSOCIATE or SENIOR ASSOCIATE

Tetra Tech ARD, headquartered in Burlington, Vermont is accepting expressions of interest for a well-qualified Democracy and Governance (DG) Specialist at the Associate or Senior Associate level, depending upon years of experience. The DG sector leads the firm’s international work in transitional governance, democracy promotion, decentralization and local governance, anti-corruption, community engagement, alternative dispute resolution, human rights, conflict mitigation, crime and violence prevention, social inclusion, youth engagement, and civil society strengthening. It is essential that candidates demonstrate successful experience with new business development (including budget development and management), project implementation, and contract management in either the non-profit or for-profit field of international development. Candidates should be interested in career development opportunities that lead to overseas assignments.
The position will be based in Tetra Tech ARD's home office in Burlington, Vermont or its satellite office in Arlington, Virginia.

Responsibilities:
* Undertake a full portfolio of professional services in support of the DG sector, including business development (marketing and proposal development) and contractual and financial oversight and management of ongoing projects;
* Design and lead strategies for supporting democracy and governance programming worldwide, including post-conflict and transitioning environments;
* Contribute to corporate strategic planning and business opportunity development at Tetra Tech ARD and more broadly with the Tetra Tech family of companies;
* Work to raise the firm's profile as a technical leader in the DG sector through activities, internal and external, which position us with our main clients and within the international development community;
* Demonstrate excellence in program design and implementation, including strategies to respond to complex management challenges; and
* Provide strategy and innovation aimed at growing and diversifying the DG portfolio.

Qualifications:
* Minimum of a Master's degree in international development, public administration, political science or a related field preferred;
* Minimum of 8 years of professional experience at the Associate level, and 15 years of professional experience at the Sr. Associate level, with requisite experience overseas, with strong client, supervisor, direct report, and peer recommendations;
* Demonstrated excellence and qualifications in international democracy and governance technical service areas (democracy promotion, decentralization and local governance, civil society strengthening, anti-corruption and institutional and public sector reform);
* Long-term overseas project implementation experience;
* Outstanding technical writing ability and previous successful proposal development experience responding to USAID and USG procurements;
* Proven management experience of complex USAID-funded programs;
* High level proficiency in MS Office applications;
* Very strong oral and written communication skills for diverse audiences;
* Demonstrated strengths in multitasking and team work across hierarchies;
* Proven excellence in client relations;
* Comfortable working in a fast-paced and sometimes intense work environment;
* Fluency in English required; fluency in a second language strongly preferred;
* Ability to conduct frequent short-term international field work in post conflict and transitioning locations (30% - 50% of the time); and
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
