Tetra Tech ARD, a leading international development consulting firm based in Burlington, Vermont and Washington, D.C., is currently accepting expressions of interest from qualified senior level candidates for Chief of Party on a multi-year USAID-funded forest management and biodiversity program in Liberia.  The program’s overall goal is to advance the policy and practice of forest resource management and biodiversity conservation while supporting the development of livelihood alternatives with forest-dependent communities. This is a full time position, based in Monrovia, Liberia. 

Responsibilities:

* Provide overall project leadership, management, technical direction, and reporting for the project;

* Serve as primary liaison with donors, host-country national and subnational officials, and other public and private sector counterparts;

* Coordinate and oversee contract management, implementation, monitoring, and evaluation, including compliance with USAID regulations and timely submission of project deliverables;

* Supervise project technical and administrative staff, collaboratively creating and implementing a strategic long-term vision for the project while effectively mitigating risk and managing performance;

* Lead all community-based forestry management and land tenure and property rights activities under the project, including direct supervision of technical staff as well as oversight of sub-contractors working on these activities, and serve as the principal contact with land and resource agencies;

* Monitor forestry, land tenure and property rights developments in-country and provide leadership in designing capacity building programming for communities and forestry institutions and supporting the development of forest management plans;

* Oversee data collection, research and analysis, knowledge management, and capacity building activities;

* Support systematic integration of gender in design and implementation of all project components.

Qualifications:

* At least a Master’s degree or equivalent in forestry or another degree related to natural resources management and/or land tenure and property rights focused at the community level; 

* At least ten (10) years of progressively responsible work experience in managing and implementing development programs with demonstrated strong management and coordinating skills (or an additional 5 years of experience with a relevant Bachelor’s degree);

* At least five (5) years of progressively responsible supervisory work experience, including direct supervision of professional and support staff and assembling teams of professionals to respond to complex assignments;

* At least three (3) years of substantial managerial and technical experience in developing countries, preferably in West Africa;

* Experience with USAID programs is strongly preferred;

* Experience in community forestry law and policy development and/or in designing and implementing community forest management plans and agreements strongly preferred;

* Experience in conflict management is desirable, preferably in post-conflict situations;

* Experience working directly with host government counterparts, particularly with top-level ministerial or agency leadership is required;

* Excellent verbal and written communication skills and analytic skills. The COP shall be fluent in English.
