DCOP, LAND ADMINISTRATION TO NURTURE DEVELOPMENT PROGRAM

Tetra Tech ARD is seeking a qualified candidate for the post of Deputy Chief of Party (DCOP) for the Land Administration to Nurture Development (LAND) project in Ethiopia. LAND is implemented by the Ministry of Agriculture with financial assistance of USAID/Ethiopia Mission and technical assistance of Tetra Tech.

The objective of LAND is to improve legal and regulatory frameworks for rural land tenure and property rights; strengthen capacity in law, rural land administration, rural land use planning, and conflict resolution; strengthen capacity of universities to train land administration and land use professionals and conduct research related to land tenure; and enhance communal land use rights for pastoral and agro-pastoral communities to improve linkages with value chains, diversify assets and promote improved livelihoods.

The Deputy Chief of Party (DCOP) will provide support to the Chief of Party (COP) for vision, technical leadership and management oversight of the project as well as act for the COP in his/her absence in carrying out all the functions, duties and responsibilities of the COP. The DCOP will lead implementation of LAND’s interventions to strengthen capacity of universities, administration of LAND’s competitive grants scheme and provide oversight of LAND’s monitoring and evaluation program to ensure implementation of LAND meets the performance metrics agreed with USAID/Ethiopia. Additionally, the DCOP will assist the COP to ensure LAND’s interventions are fully coordinated with other donor and Ministry of Agriculture initiatives in the land sector.

More specifically, the DCOP’s duties and responsibilities will include:

1. Direct oversight of LAND’s interventions to strengthen capacity of: (i) selected Ethiopian universities, technical colleges and vocational schools to train land administration and land use professionals and (ii) improve capacity of universities and research organizations to conduct research to measure and evaluate impact of rural land tenure policies and laws;

2. Day to day management of LAND's Competitive Research and Training Grant Scheme in accordance with Tetra Tech's and USAID's administrative and financial guidelines for implementing grant schemes. The DCOP will ensure activities funded by the grants scheme are fully integrated into LAND’s technical approach and will contribute towards LAND’s programmatic objectives. In this role, the DCOP will work closely with the COP and Tetra Tech Home Office Grants Management Team to ensure the grants scheme is fully compliant with USAID rules and regulations;

3 Monitor implementation of LAND’s monitoring and evaluation (M&E) system to ensure it is compliant with USAD/Ethiopia’s Feed the Future monitoring and reporting requirements. Ensure LAND’s M&E system provides for effective collection of performance data to produce robust evidence with which to analyze and evaluate LAND’s performance and provides base line metrics with which to measure impacts. The DCOP will ensure timely delivery and quality of: (i) monthly, quarterly, and annual performance reports demonstrating progress made against key indicators agreed with USAID/Ethiopia;

4 Assist the COP to maintain regular contact with donor and MOA interventions in the land sector to ensure LAND’s interventions are fully coordinated to deliver maximum development impact;

5 Other administrative tasks that may be delegated by the COP to ensure efficient implementation of LAND’s interventions.

Qualifications:
*Minimum of 10 years professional experience in agriculture, natural resources, economic development or other related field
* 5 years of project management experience on USAID or other donor funded projects in Ethiopia.
*Master’s degree required, Ph.D. preferred.
*Management of competitive grants schemes, preferably on USAID or other donor funded land, agricultural production/food security, natural resources or economic development projects;
*Previous work experience performing monitoring and evaluation of USAID or other donor funded land, agricultural production/food security, natural resources or economic development projects;
*Previous work experience delivering capacity building assistance to institutions, preferably universities and local government;
*Demonstrated experience in managing to results;
*Demonstrated ability to facilitate inter-university and inter-donor collaboration and coordination;
*Demonstrated ability to produce project monitoring, technical and program written reports in English;
*Demonstrated communication and inter-personal skills related to team and consensus building to achieve program objectives;
*Demonstrated ability to multi-task and manage time efficiently;
*Demonstrated proficiency in MS Word and Excel.
*Fluency in Amharic and English required

Duration of Employment: Annual Contract with potential renewal

Duty Station: Addis Ababa
