CHIEF OF PARTY- Strengthening Urban Governance for Economic Development – PHILIPPINES SURGE

Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position for an upcoming urban governance and local economic growth USAID-funded program in the Philippines.



Project Description/Summary:

The Strengthening Urban Governance for Economic Development (SURGE) project will work with secondary cities to become engines for growth and innovation by fostering a competitive business climate, facilitating investments, enhancing human capital, strengthening health services, and ensuring urban environmental resiliency.



Well-qualified candidates should have the following qualifications:

* University degree in a relevant field such as Economics, Business, International Development, Urban/Regional Planning or Public Administration. An advanced degree (MA, MPA, MS, MBA) is preferred;

* 8-10 years of experience in senior management or team leadership positions directing large, multidisciplinary international development projects;

* Technical knowledge and experience in program areas such as urban finance management and revenue enhancement; urban territorial planning; local economic development; and/or service delivery planning and improvement;

* Minimum 5 years of experience with USAID projects; knowledge of USAID and other international donor rules and regulations;

* Demonstrated capability to work effectively with local government officials, public interest and community groups, and private industry representatives;

* Outstanding communication, management, and reporting skills;

* Regional experience, preferably in the Philippines, is desired; and

* Fluency in written and oral English required.
