CHIEF OF PARTY – LAND REFORM PROJECT

Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a Chief of Party position on a USAID funded program in Kabul, Afghanistan. The purpose of the USAID/Afghanistan Land Reform Project in Afghanistan is to develop a robust set of policies and laws to provide a framework for Afghanistan’s land market.  This framework will support investment and productivity growth, resolve or mitigate land-based conflict, and build confidence in the government’s legitimacy, thereby enhancing overall stability in Afghan society.

 

Responsibilities

*Leading all technical, financial and administrative aspects of the program;

*Coordinate closely with USAID in developing, implementing, and revising the project’s overall field strategy;

*Serve as the principal link between USAID, Tetra Tech, and other partners;

*Provide overall strategic and technical guidance to subcontractors;

*Provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and reporting to USAID.

 

Qualifications

*At least 15 years of international experience including at least 3 years’ experience managing complex programs of similar scale;

*Prior technical experience in property rights and land market development issues;

*Prior experience in designing and implementing agriculture programs in Afghanistan, the region, a conflict or post conflict country is highly desirable;

*Demonstrated ability to work collaboratively with other project implementers, local implementing partners, and teams implementing USG- and other donor-funded programs, including activities in different sectors such as infrastructure and democracy/governance;

*Capacity to effectively deal with and resolve conflict;

*Demonstrated ethical management approach;

*Professional fluency in English speaking, reading, and writing to a level 4 or native speaker;

*Professional oral presentation and concise writing skills in English (required);

*Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues;

*Demonstrated organizational skills and strong track record in meeting deliverables and deadlines;

*Excellent interpersonal skills and demonstrated ability to hold staff accountable for quality outputs and results as well as communication with external stakeholders such as governments, donors.
