Chief of Party

 

Tetra Tech is seeking a Chief of Party to lead an anticipated $10-25 million USAID-funded Municipal WASH activity in Benin and Cote D’Ivoire. The purpose of this project is to strengthen the ability of municipal governments and urban water and sanitation service providers to sustain, improve and expand on equitable water and sanitation services. Working with national and regional institutions, this West Africa Municipal WASH activity will support city governments and utilities to professionalize services, fill critical needs and reach unserved populations. 

 

Position Description/Summary:

The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy. The COP will be the principal link between USAID, Tetra Tech, the governments of Cote D’Ivoire and Benin, and other partners. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID. This is anticipated to be a full-time position, based in Abidjan, Cote D’Ivoire, for the full life of project.

 

Responsibilities: 

*Provide the overall leadership, strategic guidance, vision, and management to staff for successful project implementation;

*Work closely with technical and administrative staff to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts;

*Meet contractual obligations, produce deliverables and targets, and achieve project results as specified by USAID;

*Provide quality control of products prepared by the team and provide technical guidance to partners;

*Communicate/work with key stakeholders at regional, national and municipal levels.

 

Qualifications:

*University post-graduate degree (masters/doctorate) in field related to water engineering, urban sanitation, organizational development, utility management, or other relevant field;

*At least ten years of experience implementing development projects;

*Deep understanding of, and experience working in, the urban WASH sector, particularly focused on activities related to policy, governance, institutional capacity building and utility strengthening in West Africa; experience working in Cote d’Ivoire and/or Benin preferred;

*Experience designing and/or implementing service agreements and PPPs strongly preferred:

*A demonstrated track record of progressively responsible managerial experience implementing donor projects with similar complexity; USAID contract management highly preferred;

*Demonstrated experience working with municipal governments as well as development agencies and organizations, high-level government officials, civil society leaders, community leaders, and project beneficiaries;

*Professional Fluency in English and French required.
