Beyond the Grid West Africa Regional Advisor

Tetra Tech ES Inc., a subsidiary of Tetra Tech dedicated to international development, is recruiting for a Beyond the Grid (BTG) West Africa Regional Advisor for our USAID Power Africa Transactions and Reforms Project in Cote D’Ivoire.

 

The BTG West Africa Regional Advisor will provide guidance and support to BTG off-grid activities in Cote D'Ivoire, as well as other West African countries as required. The BTG West Africa Regional Advisor will conduct the following activities:

  • Support Cote D'Ivoire’s efforts in developing a policy for off-grid systems
  • Assist in national energy sector policy analysis and reforms in the off-grid space
  • Review government strategies (laws, regulations, reform) on off-grid projects and private sector involvement
  • Support implementation of rural electrification programs through technical assistance on policy and regulatory matters
  • Support review of feasibility studies for rural electrification projects
  • Support identification and preparation of investment projects
  • Identify and select priority projects, available funding sources and potential for USG assistance.
  • Identify and define specific assistance for each priority project; provide required support to each priority project to advance them to financial close.
  • Assist in accelerating closing on priority energy projects, providing independent advice to host government decision makers as needed to move closer to project milestones.
  • Maintain close relationships with important private sector and government actors, including project developers, regulatory bodies, and others.

Qualifications:

  • Must have valid right to work and live in Cote D’Ivoire to apply for this position.
  • Bachelor's degree in engineering, business, finance, economics, law, or a related field required; advanced degree preferred.
  • Minimum 5 years of relevant experience required, such as renewable energy technologies, mini grids, solar home systems or other relevant experience (e.g., SME).
  • Minimum 10 years of overall prior experience in the energy or other relevant sector, with experience in policy and financial analysis preferred.
  • Experience and knowledge of critical issues related to renewable energy development in Africa.
  • Good understanding the key issues and stakeholders involved in off grid energy project development is preferred.
  • Experience with international donors and financial institutions (i.e. USAID, World Bank, AfDB, AFD) is preferred.
  • English and French fluency is required

Please note: Salaries will be capped based on the United States Government (USG) local compensation plan for the relevant country, and no USG allowances are foreseen.
