Deputy Chief of Party – Communities THRIVE, West Bank and Gaza

Position Description/Summary: Tetra Tech is recruiting for a Deputy Chief of Party (DCOP) to support the Communities Thrive project in West Bank and Gaza. The DCOP will provide technical and programmatic inputs and oversight for the project’s four components and will report to the Chief of Party. S/he will be responsible for providing technical leadership for program delivery, with a focus on improving fiscal management and revenue generation capacities of local government units. This position is based in Ramallah, with regular travel throughout West Bank and to USAID offices in Tel Aviv and Jerusalem.

Responsibilities:

* Responsible for providing technical leadership for program delivery to enhance municipal service delivery, financial management, participatory development, and implementation of national level policies, priorities and guidelines.

* Oversee resources for all technical operations, including supervising directly all component leaders and regional managers as well as short term consultants as needed.

* Directly manage the project’s municipal finance and revenue generation component activities and staff.

* Support the preparation and finalization of work plans that define the activities to be executed under the contract, performance progress reports regarding project implementation, and all other major contract deliverables.

* Provide leadership, supervision, and direction to the project’s technical staff.

* Provide guidance on monitoring and evaluating (M&E) of project performance and progress, and assist the Director of M&E and COP in informing Tetra Tech and USAID of the results of all monitoring efforts.

* Prepare monthly, quarterly and annual reports for submission to USAID.

* Serve as Acting COP, when required.

Qualifications:

* Master’s Degree in a relevant field, such as Public Administration, Accounting, Urban Planning, Business Administration, Engineering, or other related discipline.

* A minimum of 15 years of work experience, preferably on the implementation of donor-funded development projects, and at least 10 years of direct experience supporting municipal development, and/or local governance projects.

* At least seven years of progressively responsible supervisory experience, including direct supervision and performance evaluation of multiple staff; Experience on USAID-funded projects in the Middle East is highly preferred.

* Demonstrated expert knowledge of accounting and financial management, as related to municipal operations.

* Ability to interact regularly and professionally with senior host-government, CSO and private sector counterparts on policy and other strategic planning issues.

* Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Must also be able to foster supportive working relationship among all staff.

* Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word

* Excellent English speaking and writing skills. Knowledge of Arabic is a desirable.
