Health Policy and Governance Advisor - Albania Transparency in Health Engagement Project

Tetra Tech ARD (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified Health Policy and Governance Advisor candidates for the Albania Transparency in Health Engagement Project funded by USAID. Tetra Tech is a subcontractor to University Research Corporation (URC), who is the prime implementer of the Albania Transparency in Health Engagement Project.  The project aims to do the following:  (A) increase the role and impact of performance audits in the health sector; (B) develop a new electronic data system for asset declaration with HIDAA for improved outcomes; (C) improve capacities of the Ombudsman Office to identify, refer, and publish corrupt practices as well as opportunities for corruption in health services delivery; and (D) through Grants Under Contract, engage civil society and media to enhance the anti-corruption work of the targeted institutions. 

 

The Health Policy and Governance Advisor will provide strategic and technical support in the areas of health policy and governance to the Ombudsman Office, the High Inspectorate for the Declaration of Assets and Conflict of Interest and the High State Audit Institution to increase transparency and health engagement. Specifically, efforts will focus on improving policy implementation related to their individual mandates and the national anti-corruption strategy/plan, inter-agency coordination with other oversight agencies, human resources capacity, and the ability to engage with civil society.  The Health Policy and Governance Advisor provides technical leadership to support project activities intended to strengthen transparency of government agencies at all levels and enable citizen engagement in planning and monitoring to assure that public services produce results in health care services.

 

This position will be embedded in the Albania Transparency in Health Engagement Project Office.

 

Responsibilities:

Provide technical guidance, strategic advice and programmatic direction for the implementation of the program of work for promoting stronger government oversight related to health governance and the achievement of health sector goals and objectives;

Support the government oversight agencies for their work in the health sector by providing information and analysis on how the health sector operates and its performance. This may include policies, plans and data or results in areas such as health service delivery, procurement of medicines and medical supplies, implementation of national health programs and initiatives (e.g.,  use of concessions, transition to universal health coverage), and on plans of other health sector implementation partners (e.g., rationalization of hospitals);

Conduct baseline assessment of skills and knowledge of counterparts and/or civil society organization staff related to transparency and health topics;

Prepare and conduct practice-based training to teach topics to government oversight agency staff, such as how to apply national performance audit standards to health topics, how to interview health officials, how to manage conflict during a performance audit, and how to write cogent and concise reports;

* Provide advice on works with government oversight agencies, health sector agencies, civil society organizations, and media to mobilize coordination and advocacy for health transparency in general;

* Ensure the timely and quality completion of all relevant program deliverables and reporting.

* Participate in Albania Transparency in Health Engagement Project Team Meetings as a representative for Tetra Tech to report on day to day activities, progress, and technical accomplishments.   

* Liaise with the Project Manager on the status of technical activities, project operations, and financial management issues, to ensure that contract reporting requirements are met. 

* Participate in meetings with USAID and local project counterparts as requested by URC. 

 

Qualifications:

* A Master’s degree in public health, economics, management or a related field;

* At least five years of relevant experience in the health public sector and or international organizations is required;

* A minimum of 3-5 of progressively responsible project implementation experiences with health policy and governance programs and in the design of public health policy;

* Senior level experience in managing health programs, strengthening government institutions, and building capacity of health staff and in health units, including in the areas of national drug regulation, procurement, health insurance, hospitals, or primary care;

* Experience carrying out project-related health governance technical assistance;

* Ability to develop strong working relationships with counterparts in other agencies/organizations;

* Strong Albanian and English language ability, oral and written;

* Prior experience working with USAID-funded programs preferred.

* Proven organizational and communications skills in a cross-cultural environment with sensitivity and respect for diversity and gender.

* Ability to work independently and be deadline driven. 

* High degree of integrity and adherence to ethical standards.

* Advanced skills in Microsoft Office applications (MS Word, Excel, and PowerPoint).
