PRO-telligent, A TetraTech Company, is seeking an experienced  United Nations Police (UNPOL) Gender Advisor for a government client.  The position will be based in Haiti.

 

The UNPOL Gender Advisor will mentor, advise, and train Haitian police officials in dealing with gender issues within the police service as well as the public. S/he will advise on the needs (material, training and skills) required under the implementation plan including establishment of SOPs for Haitian National Police (HNP) on SGBV/Domestic Violence, based on international best practices. S/he will provide managerial, strategic and substantive direction and mentoring to the Office of Feminine Affairs in the HNP. 

 

S/he will be assigned to the UNPOL SGBV unit to advise the HNP members of the Cell for Fight against Sexual Crimes (CLCS) which is part of the Direction Centrale de la Police Judiciaire (DCPJ). The UNPOL Gender Advisor will also assist in the development of management oversight measures to monitor adherence to implementation plan and SOPs by all HNP members. S/he must communicate regularly with UNPOL and other police advisors. He/she will also advise on training needs, and assist in identification of training programs that address HNP’s needs to build capacity to respond to SGBV/Domestic Violence.

 

The UNPOL Gender Advisor will advise the Head of Office of Feminine Affairs in liaising with other HNP/Government of Haiti entities (i.e. La Brigade de Protection des Mineurs) the international community and civil society groups working with victims of SGBV/Domestic violence.

 

The UNPOL Gender Advisor will work with the above sections of the HNP to:

  • Create standard operating procedures and policies governing the detection, investigation, and prosecution of gender related criminal cases in Haiti
  • Implement systems and programs to strengthen the role of female officers within the organization
  • Raise awareness within Haitian society of the role and need for female officers and the specific advantages they bring to policing
  • Develop incentive programs for female recruitment and retention
  • Determine training opportunities specifically targeting the female members of the HNP
  • Assess the current status of women within the HNP and provide a report detailing the present conditions and noting specific cultural areas which may affect programming efforts
  • Provide an assistance plan with specific programming methods for increasing the role and effectiveness of women within the HNP
  • Develop and participate in community awareness programs to address all aspects of gender issues as it relates to law enforcement in all aspects
  • Other duties as assigned

 

Required Qualifications:
  • Bachelor’s degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, Northwestern or equivalent
  • 10 years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in a diverse culture within a full-service U.S. federal, state, municipal or county police agency
  • 2 years of experience at the rank of Lieutenant or equivalent
  • Demonstrated experience in gender affairs
  • Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
  • Ability to possess/maintain Minimum Risk Public Trust (MRPT) certification
  • Expertise in Microsoft Office (Word, Excel and PowerPoint)
  • Proficiency in French  
 
Preferred Qualifications:
  • Overseas experience in senior level position on an international police assistance mission
  • Proficiency in Haitian Creole
