Chief of Party, Liberia Land Governance Support Activity

Tetra Tech ARD is currently accepting expressions of interest from qualified Chief of Party candidates for the Liberia Land Governance Support Activity program.

 

The Liberia Land Governance Support Activity (LGSA) provides technical and organizational assistance to the Government of Liberia, civil society, and communities in their land rights reform process. LGSA provides support to: the land policy, legal and regulatory reform agenda led by the Government of Liberia; the strengthening of land governance human and institutional capacity; the development of a customary land rights recognition model based on the Land Rights Policy that can be scaled up; and the support of stakeholder engagement in land governance through communications and outreach, support for land related professional organizations, and strengthening of local capacity through the provision of land sector services. The Chief of Party (COP) position is long-term, for the three remaining years of the life of the project, and is based out of Monrovia, Liberia.

 

The COP will be responsible for leading all technical, financial, and administrative aspects of the project and will coordinate closely with USAID and the Liberia Land Authority in developing, implementing, and revising the program’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech ARD, the Government of Liberia, and other partners as well as provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring evaluation and reporting to USAID.  They will also ensure that the project is compliant with Tetra Tech ARD’s and USAID’s policies and procedures.

 

Responsibilities:

The COP for LGSA is responsible for the overall implementation of the project and his/her responsibilities include, but are not limited, to the following:

 

* provide leadership, supervision, and direction to the  project’s field implementation team and additional STTA resources

* coordinate and assume the role of official spokesperson of project activities with the USAID COR, host country government and local counterparts, and other collaborating institutions and agencies;

* Supervise, guide the development, and ensure the technical rigor of contract deliverables/requirements. This includes and is not limited to Task Order annual work plans, detailed task work plans, M&E plans and their results, weekly highlights, quarterly and annual reports, success stories, periodic task and task order updates.

* ensure that contractual obligations are met and that work plans are being successfully implemented;

* assume overall responsibility for the establishment and efficient operations of administrative, personnel,  financial, and management systems;

* oversee the project’s finances: authorize all in-country expenditures, oversee local currency accounts and procurement, and work with Tetra Tech ARD Project Manager and Controller on budget control and financial planning;

* assume responsibility for recruitment and hiring of local personnel in accordance with project and donor guidelines and policies;

* prepare or approve all scopes of work and timetables for the design and implementation of project activities in conjunction with work plans and in accordance with Tetra Tech ARD policy and contractual obligations;

* oversee sub-contract and grant management and compliance;

* monitor and evaluate project performance and progress, and inform Tetra Tech ARD and the client organization of the results of this monitoring;

 

Qualifications:

 The following qualifications are required for the Chief of Party:

 

* A minimum of twelve (12) years of progressively responsible experience managing and coordinating development projects, including at least six (6) years of demonstrable experience managing and coordinating projects focused on land governance, land tenure and property rights, and/or land administration

* Proven ability to maintain good relationships with government officials and other stakeholders to support policy, legal, and institutional reform processes.

* Demonstrable experience integrating gender equity and women's empowerment in development projects.

* Proficiency in written and spoken English and strong presentation skills

* Advanced degree in a discipline related to land management, land administration, land economics, law or a related field.

* Project-related experience in sub-Saharan Africa.
