Deputy Chief of Party – USAID/El Salvador Local Governance

Tetra Tech ARD is accepting expressions of interest from qualified candidates for the Key Personnel position of Deputy Chief of Party (DCOP) on a proposal in response to USAID/El Salvador, under the Making Cities Work IQC (MCW), to be called the “Strengthening Local Governance for Security and Development” Project. The scope of work is focused on strengthening decentralization and local government capacity in El Salvador to increase security and development.

The Deputy Chief of Party (DCOP) will support the general and financial management of this Project. S/he will report to and work closely with the COP to make sure that program operations are efficient, effective, high-quality, and compliant with all USAID regulations.



Qualifications

* A minimum of a Bacelor’s Degree is required; a Master’s Degree in political science, international development, law, public administration, public policy, economics, or related fields is preferred.

* A minimum of 6 years of international development project management experience, preferably with some experience in the Latin American region, with proven ability to oversee day-to-day financial management and contract compliance - is required;

* Demonstrated experience in the management and supervision of administrative project staff; management of local subcontractors and consultants; coordination of project reporting and sharing results and successes - is required;

* Demonstrated experience in the supervision of procurement and grants staff. Knowledge of federal policies, procedures, and regulations - including oversight of grants management - is required

* Capacity to manage and support project staff and to establish professional and collaborative relationships with project staff, counterparts, the Contractor’s Home Office, and partners; Ability to collaborate with diverse actors in government and civil society;

* Must possess excellent communication, writing, and interpersonal skills.

* Full fluency in both English and Spanish is required;
