Senior Police Advisor

Tetra Tech, a leader in consulting, engineering, environmental science and technical services worldwide has a challenging and immediate opportunity for a highly motivated professional in our growing Pro-telligent business unit.

PRO-telligent, A TetraTech Company, is seeking an experienced Senior Police Advisor for a government client.  The position will be based in Liberia.

 

Senior Police Advisors will mentor, advise, and train the LNP’s IG and his command staff as the LNP organization assumes responsibility for domestic civil order and security from UNMIL.

 

Members of the Senior Police Advisor Team shall communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.  Such communications and coordination will not involve any change to or expansion of the scope of work, costs, or contractual obligations.  If, in the opinion of the Contractor, such communications and technical direction from the COR calls for effort outside the scope of the task order or is inconsistent with the requirements, the Contractor shall notify the CO in writing within ten working days after the receipt of any such instruction.  The Contractor shall not proceed with the work affected by the communications and/or technical direction unless and until the Contractor is notified by the CO that such communications and/or technical direction is within the scope of the task order.

 

All members of the Senior Advisor Team must communicate regularly with other multinational and U.S. police advisors.

 

The Senior Police Advisors will be embedded with the IG and LNP command staff, and they will work to help the LNP continue to become a professional, effective, police organization.  This shall include, but not be limited to, the development and implementation of:

 

•    Effective human resource policies and procedures.

•    Accurate and timely systems of accountability for personnel, weapons, vehicles, facilities, equipment, and supplies.

•    Systems to budget for and justify future LNP resource requirements, as well as transparently account for and spend existing available resources.

•    Systems to receive and analyze intelligence and security-related information.

•    Systems for decentralized decision-making and coordinated LNP operations.

•    Systems for procurement.

•    Systems for externally coordinating with other GOL and foreign agencies.

•    Proactive communication with civil society and the media.

 

The Senior Advisors may work in Monrovia or in other parts of Liberia. Shift work may be assigned.

 

Required Qualifications:

 

•    U.S. Citizen

•    Ability to possess/maintain MRPT certification

•    Graduate of any U.S. local, state, or Federal law enforcement academy

•    At least 15 years of experience as a full-time, law enforcement officer in a full-service U.S. local or state law enforcement agency with experience in a supervisory or managerial position involving operations, management, organizational development, and/or strategic planning. This experience must be recent, within the past 2-3 years.  Must have held the rank of lieutenant or above for at least three of those years.

•    Evidence of progressively responsible leadership experience.

•    Mastery of law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs.

•    Knowledge of police development in an international environment.

•    Superior negotiation and interpersonal skills.

•    Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.

•    A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and Power-Point.

•    Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives.

•    Must be able to discuss their interests and special fields of competence, explain complex matters in detail, and provide lengthy and coherent narrations, all with ease, fluency, and accuracy. If a verification of English competency is requested by INL, candidates must receive a superior level rating from the American Council on the Teaching of Foreign Languages (ACTFL).

•    Excellent communication skills (reading, listening, report writing, and oral presentation).

•    In possession of a current and valid driving license for at least one year.

•    The Senior Advisors shall satisfy the requirements of Police Advisor IV in the base contract.

 

Desired Qualifications:

 

 •    A master’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from an accredited academic institution.

•    Experience in strategic planning, policy development, and implementation of major law enforcement programs.

•    Experience working on an international police mission in a post conflict environment.

•    Experience working or coordinating with U.S. government agencies such as the U.S. Department of State.
