Indonesia PMaP - Capacity Building Coordinator

Tetra Tech is seeking to hire a qualified Capacity Building Coordinator for an upcoming program in Indonesia. The Millennium Challenge Corporation (“MCC”) and the Government of Indonesia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account – Indonesia (MCA Indonesia) assistance to help facilitate poverty reduction through economic growth in the Republic of Indonesia. A portion of this funding has been allocated to assist MCA-Indonesia in implementing the Green Prosperity Project (GP Project). The program objectives of the GP Project will be achieved through the implementation of, among other things, investment in administrative boundary setting, updating and integration of land use inventories and enhancing spatial plans at the district and provincial levels (“Participatory Land Use Planning” (PLUP)). A sub-activity under PLUP is the Participatory Mapping and Planning (PMaP) Sub-Activity.

 

Responsibilities:

* Lead assessment of institutional and individual capacities required for data management in the districts/provinces, and identify capacity gaps for data management.

* Design and prepare short and long-term capacity development programs to address gaps at districts, and provincial levels.

* Prepare relevant training material appropriate for districts/provinces.

* Deliver priority training courses to key stakeholders in districts/provinces, including NGOs/CSOs and community groups if considered relevant.

 

Minimum Qualifications:

* Bachelor degree with major in any of the following fields: Environment, Geomatic or Geodetic Engineering, Geography, Forestry, Agricultural, Natural Resource Management, Forestry;

* Minimum 7 years of professional working experience in the field of GIS and is able to demonstrate skills and knowledge to perform this assignment professionally;

* Minimum 3 years’ experience working with local government in the districts where the Consultant will be assigned for this assignment and is able to work in collaboration with all stakeholders at national, provincial, and district levels;

* Knowledge and documented experience in undertaking capacity development assessments;

* Experience in the design of capacity development methods and approaches;

* Experience in the preparation and delivery of targeted training courses, and in post-training assessments, for district, provincial and national officials as well as individuals from relevant NGOs/CSOs and community groups;

* Experience providing training on environmental and/or forestry issues related to climate change activities and ability to conduct meetings and training courses and prepare reports in both the English and Indonesian languages;

* Demonstrated ability in the management of technical teams;

* Fluency in English.

*Desirable Qualification: Fluency in Indonesia language.
