Chief of Party – USAID/El Salvador Local Governance

Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for the Key Personnel position of Chief of Party (COP) on a proposal in response to USAID/El Salvador, under the Making Cities Work IQC (MCW), to be called the “Strengthening Local Governance for Security and Development” Project. The scope of work is focused on strengthening decentralization and local government capacity in El Salvador to increase security and development

 

The Chief of Party (COP) will be responsible for overall program management, including providing leadership to attain objectives, ensuring adequate communications with USAID, identifying and mitigating program risks, and promoting technical vision, cohesion, and integration. S/he will provide overall technical leadership for the design and implementation of activities under this SOW as well as quality assurance/quality control of all program deliverables.



Qualifications:

* A minimum of a Bachelor’s Degree is required; a Master’s Degree in political science, international development, law, public administration, public policy, economics, or related fields is preferred.

* A minimum of twelve (12) years of senior project management leading donor-funded programs of similar size and complexity in the field(s) of local governance, decentralization, and/or municipal strengthening, preferably in the Latin American region;

* Proven ability to plan and implement work plan activities and deliver program objectives, ensure contract compliance, manage and supervise staff, and monitor and report on impact;

* Capacity to develop solid working relationships collaborate with diverse actors in government and civil society to ensure maximum project, promote dialogue on and gain support for politically sensitive measures;

* Must possess excellent communication, writing, and interpersonal skills.

* Full fluency in both English and Spanish is required;
