Tetra Tech ARD is currently accepting expressions of interest from qualified Finance Manager and Grants Manager candidates for the anticipated three year USAID-funded Kosovo, Team program. The purpose of the Transparent, Effective and Accountable Municipalities (TEAM) project is to reduce corruption at the municipal level, through the following three program components:

1. Develop, refine and roll out models for transparent and accountable municipalities;

2. Engage the central level in addressing municipal corruption; and

3. Enable civil society to track and expose corruption.

Finance Manager Qualifications:

*Bachelor's degree in related field required; graduate degree preferred;

*At least 10 years of progressively responsible financial and administrative experience managing the accounting and finance component for donor-funded programs;

*Ability to manage subcontracts and grants under contract funds;

*At least 5 years of progressively responsible supervisory experience, setting up the accounting and finance function for a large USAID funded project;

*Direct supervision of a diverse team of professional accountants and financial management staff.

*Fluent English required.

Grants Manager Qualifications:

*Undergraduate degree in business administration, economics, finance or related field of study, Master’s degree preferred;

*Minimum 5 years’ experience in the management of grants and/or subcontracts funds (at least $2 million-$3 million) supported by international donor organizations (preferably USAID-funded);

*Experience designing grant procedures and manuals, training grantees on application/ response procedures and compliance issues;

*Experience at a management level ensuring compliance with USAID or USG grants and subcontracts regulations preferred;

*Fluency in English.
