Tetra Tech ARD is currently accepting expressions of interest from qualified Chief of Party candidates for the anticipated three year USAID-funded Kosovo, Team program. The purpose of the Transparent, Effective and Accountable Municipalities (TEAM) project is to reduce corruption at the municipal level, through the following three program components:

1. Develop, refine and roll out models for transparent and accountable municipalities;

2. Engage the central level in addressing municipal corruption; and

3. Enable civil society to track and expose corruption.

Qualifications:

* Bachelor's degree in international relations, development, law, or a related field required; graduate degree preferred;

* Minimum 10 years of international development experience, particularly with local governance and anticorruption activities in the Balkans;

* Demonstrated technical leadership in local governance, anticorruption, public e-procurement, financial management, civil society monitoring, and judicial training;

* Record of designing and supervising projects for international donors (preferably USAID), effectively engaging and coordinating high-level partners, and preparing annual and periodic project reports;

* Extensive background in managing and developing staff, subcontractors, and consultants to achieve expected results;

* Experience overseeing contract management, monitoring and evaluation, program budgeting, and grants management;

* Strong communication and leadership skills, with the demonstrated ability to work with a diverse group of stakeholders;

* Fluent English required.
