Chief of Party, SERVIR/WA, Niger

Tetra Tech ARD, is currently recruiting for a qualified candidate for immediate Chief of Party opening on a U.S. Agency for International Development (USAID) funded program based in Niamey, Niger.

 

The SERVIR West Africa program is a consortium of national and regional organizations including the Agrometeorology, Hydrology, Meteorology Regional Center (AGRHYMET); Center for Remote Sensing and Geographic Information Services (CERSGIS); Centre de Suivi Ecologique (CSE); Regional Center for Training in Aerospace Surveys (RECTAS); African Centre of Meteorological Applications for Development (ACMAD); and International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) with support from the National Aeronautics and Space Administration (NASA). SERVIR West Africa is designed to increase the ability of Centre Régional AGRHYMET, the technical arm of the Comité Inter-Etate pour la Lutte contre la Sécheresse au Sahel (CILSS), and other institutions in the region to apply geospatial technologies and analyses to improve the resilience of the region to the impacts of climate change and ensure that land use management is both sustainable and reduces greenhouse gas emissions.  The Program is designed to improve West African regional capacity to use geospatial information; improve awareness of and access to geospatial information; increase provision of user-tailored geospatial information; and support the development and access to related knowledge for decision making. The goal of SERVIR West Africa is to increase the ability of institutions across the region to apply geospatial technologies and analysis to improve the resilience of the region to the impacts of climate change and ensure land use management reduces greenhouse gas emissions. Responsibilities:

*Work closely with his/her co-lead at AGRHYMET and provide overall project leadership as well as serving as the principle institutional liaison to USAID.

*Responsible for ensuring development and implementation of the sustainability roadmap for SERVIR West Africa and lead coordination and collaboration between members of the SERVIR West Africa Project Management Unit.

*Set the foundation for a fully equitable and cohesive relationship with all AGRHYMET counterparts to ensure successful implementation of the sustainability roadmap for SERVIR West Africa. 

*Provide high-level oversight on SERVIR West Africa  technical activities such as climate services, tools and applications, effective end-user engagement, program communications, and other aspects of the SERVIR West Africa  project.

*Develop effective working relationship with his counterpart within AGRHYMET to jointly manage the strategic direction, project management, and ensure the sustainability of the  SERVIR West Africa hub.

*Responsibility for annual work planning process including engagement of consortium institutions and other stakeholders in work planning through a participatory process and development of the SERVIR West Africa  annual work plan to be submitted to USAID.

*Mentor and support AGRHYMET counterpart staff and collaboratively manage all program activities under the SERVIR West Africa  program including development of a transition strategy to hand over all management responsibilities at the end of five years.

*Oversee technical and administrative staff in all capacities demonstrating leadership and effective management protocols for smooth operations of the project including effective reporting to the Project Manager and other staff within the Tetra Tech Home Office.

*Other tasks or needs as they arise during implementation of the program.

*The Chief of Party will be supervised by the Tetra Tech Project Manager.

 

 

Qualifications:

*A graduate degree (Master’s Degree or higher) in a field of study relevant to SERVIR West Africa such as GIS/Geography, natural resources management, climate change, sustainable development, or international development.

*Must have at least 10 years of professional experience in managing scientific/technical projects, in progressively more responsible posts. The projects managed will have included the production of new scientific tools to meet client needs and requirements. Management includes the development of work plans and control of budgets.

*Proven ability to communicate, coordinate, and effectively work with diverse stakeholders, including senior government officials, and including in regard to politically sensitive topics.

*Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.

*Proven success in building a client base and partnerships, including with the private sector, strongly desired.

*Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.

*Strong written and verbal communication skills in English and French.

*Knowledge of USAID policies and procedures as related to program management preferred.

*Knowledge of the political, social, cultural, environmental, and development context ofAfrica based on the ground experience.
