RESIDENT ENGINEER, LIBERIA MUNICIPAL WATER PROJECT

Tetra Tech ARD, a leading US-based international development consulting firm is currently accepting expressions of interest from qualified candidates for Resident Engineer for an USAID-funded project in Liberia.

 

Responsibilities:

*Assume lead technical and management role on-site for quality assurance observation during construction of USAID-funded municipal water treatment and distribution facilities in Liberia, West Africa. Long term posting will be in Sanniquellie or Voinjama.

*Monitor daily contractor activities ensuring the work meets project contractual expectations, quality standards, schedule, cost and scope; recommend corrective measures if project slippage arises.

*Review and develop working knowledge of all technical requirements of project, including drawings, specifications and contract documents in order to effectively respond to Contractor submittals.  Coordinate all contractor correspondence through agreed upon project processes and procedures.

*Provide contractual administration or coordinate responses with the Liberia Municipal Water Project (LMWP) Team.

*Evaluate proposed submittal substitutions with construction management implications and make recommendation to the client and Lead Engineer.

*Review Contractor’s monthly progress report which summarizes project performance, schedule update, financials and project constraints. Verify work completed by the Contractor through re-measuring work conducted. Conduct earn value management analysis to monitor project performance.

*Submit other reports and deliverables as required by the project or instructed by the Lead Engineer.

*Ensure as-built information is updated by the Contractor and maintain updated construction drawings on site.

*Manage local field staff engineers and construction observation team; assign daily tasks, mentor and enforce project oversight expectations and

*Provide support, through guidance, organization and supervision to the field teams/Contractors to promote quality in project deliverables.

*Represent the project and collaborate, plan and liaise with key local government officials and community members as directed.

*Responsible to observe health, safety and environmental compliance and notify Contractor of noncompliance.

*Maintain regular communications with Lead Engineer in Monrovia. Frequency of communications will be determined during project kickoff.

*Establish and maintain regular communications with City and Liberia Water and Sewer Company (LWSC) representatives.

*Other duties associated with on-site construction oversight role.

*Other duties as may be assigned by the LMWP Lead Engineer or the client.

 

Qualifications:

*Available to mobilize to Liberia by March 2016.

*Minimum of 10 years of experience

*Experience on water treatment and distribution system construction, preferably in Africa.

*Experience on large concrete works construction, preferably in Africa.

*Working experience on quality assurance, construction testing, contract administration, contractor collaboration, negation and claims on construction projects.

*Working experience on USAID/USG construction contracts or projects, working knowledge of USAID/USG regulations and requirements preferred.

*Bachelor's degree in a construction management or similar discipline; 20 years of relevant experience may be considered instead of degree.

*Understand and utilize MS Project and/or Primavera.

*Professional Engineering Registration preferred.

*Prior long term living experience in a semi-urban city in Africa preferred.

*Health, Safety and Environmental compliance experience.

*Experience mentoring and training of local construction supervisors in developing / emerging market contexts.

*Integrity.
