FINANCE & ADMINISTRATION CAPACITY BUILDING ADVISOR

Tetra Tech ARD headquartered in Burlington, Vermont is accepting expressions of interest from qualified candidates for a Finance and Administration Capacity Building Advisor position on the USAID-funded Zambia Community Forest  (CFP) Program being implemented by BioCarbon Partners (BCP). This position will be full time for one year and based in Zambia.  It will require an F&A expert with USAID award management and significant financial management experience.

The overall objectives of this position will be:

·To build the Financial and Administrative management capacity of BCP to meet the needs of its obligations under the USAID/CFP Cooperative Agreement, and

·To work with BCP leadership to plan for the kinds of F&A systems that will be needed post USAID funding.

To achieve these objectives the Finance and Administration Capacity Building Advisor will:

.Act as interim Finance and Administration Director for BCP.

·Provide day-to-day support to the F&A team in the execution of their duties.

·Provide strong leadership in financial management of BCP in general and the USAID grant in particular.

·Assess current F&A teams, advise BCP on staffing needs, and participate in recruitment of additional staff as needed.

·Provide tailored capacity building and mentoring support to CFP Finance and Administration Staff through direct exchanges or by identifying other sources of support (e.g. within Tetra Tech ARD) and facilitating the capacity building activity needed, and

·Ensure a strong F&A team is in place and functioning at a high level within 9 months; transition into purely advisory role for final 3 months of assignment.

 

Qualifications:

 

In addition to excellent knowledge of USAID Rules and Regulations pertaining to the implementation of Cooperative Agreements, the successful candidate should have experience and be able to provide support to the CFP in the following areas:

·Financial accounting and reporting

·Payroll preparation and administration

·Budget preparation

·Project management accounting

·Information technology

·Risk management

·Office administration

 

Due to the need for strong financial management skills we are seeking candidates with a University degree in Accounting, Commerce, or Business Management/Administration. Designation as a Chartered Accountant, Certified General Accountant, or Certified Management Accountant designation is an asset. Computer literacy, particularly using accounting software is a must.
