OPERATIONS, FINANCE AND COMPLIANCE MANAGER (OFCM)

The Ag Results Uganda Legume Seeds Pilot Project will incentivize seed companies to increase sales of certified legume seeds in Uganda, using performance-based grants.  The program is financed by the governments of Australia, Canada, the United Kingdom and the United States, and the Bill & Melinda Gates Foundation, and administered by the International Bank for Reconstruction and Development (IBRD, “the World Bank”). The proposed Operations and Compliance Manager (OCM) will report to the Chief of Party, and will serve as the primary liaison on operations and compliance issues with the Home Office. The OFCM role would be a three year position based in Kampala.

Please note that this is in the proposal stage only, not an active project.

 

Responsibilities:

* Collaborate with the technical and administrative team to define operational needs to implement the program;

*Translate those operational needs into sound budget projections and protocols for implementation;

*Provide oversight to procurement of goods, services and supplies to ensure compliance of procedures, documentation vendor quality and processes consistent with USAID and Tetra Tech requirements;

*Assist in drafting, documentation and implementation compliance of local subcontracts;

*Provide logistical compliance oversight to project events (training, field trips, allowances, venues, etc.);

*Ensure that back-up documentation for all vouchers is maintained in a timely manner and fully backs-up invoices to the client, according to client requirements;

*Develop and track budgets, providing data needed for corporate financial projections and quality control;

*Continually provide training and updates to project staff related to Tetra Tech procedure and requirements;

*Other activities as designated and agreed with the Chief of Party.

 

Qualifications:

* Minimum of a Bachelor’s degree in related field (administration, business, etc.); MBA desired;

* Minimum of four (4) years of administrative, project management, auditing, accounting and/or finance experience;

* Prior experience working in post conflict, transitioning, or developing countries required, preferably in a development project context;

* Experience budgeting and implementing firm fixed price contracts;

* Very strong organizational skills and high attention to detail;

* Knowledge of Federal cost regulations and donor rules and regulations;

* Very strong interpersonal and communication skills;

* Ability to clearly articulate ideas and issues both verbally and in writing;

* Budget forecasting skills

* Not afraid to raise red flags; experience with fraud mitigation and prevention;

* Strong leadership, managerial and diplomatic skills;

* High level proficiency in MS Office applications;

* High level proficiency in data entry and database management; and

* Energetic and enthusiastic collaborative team player.
